Paulo Pedroso

Managing Partner

He has a degree and a post-graduate degree in Sociology from ISCTE-Instituto Universitário de Lisboa. He has worked in consultancy and public policy evaluation since 1990, in Portugal and also in Angola, Bulgaria, Jordan, Morocco, Romania, East Timor and Turkey.

He held public office between 1995 and 2013 and between 2018 and 2020. He was a member of the Board of Directors of the World Bank representing Portugal (2018-2020) and a member of the Government of the Portuguese Republic between 1997 and 2002, as Secretary of State for Employment (1997-2001) and as Minister of Labor and Solidarity (2001-2002). He was a member of the Portuguese Parliament in the 8th (1999-2002), 9th (2002-2005) and 10th Legislatures (2008-2009). He coordinated the launch of the Guaranteed Minimum Income in 1996 and 1997. He was a councillor without portfolio at Almada Town Hall between 2009 and 2013.

He is a Visiting Associate Professor in the Department of Political Science and Public Policy at ISCTE-IUL, and is the coordinator of the Postgraduate Program in Public Policy Evaluation at IPPS-ISCTE. Representing ISCTE-IUL, he is a member of the Board of CoLabor - Collaborative Laboratory for Work, Employment and Social Protection.

He is a commentator on the weekly program O Outro Lado on RTP3.

He founded and has run Pedroso Consultoria since April 2020.

Evandro Breia

Senior Consultant

He has a degree in Education Sciences from the University of Évora, a Postgraduate Diploma in Data Analysis in Social Sciences and a Master's Degree in Public Policy from ISCTE - Instituto Universitário de Lisboa, on the subject of “Adapting the Welfare State to crises: Legislative changes in the protection of the unemployed between 2009 and 2021: Actor scheduling”.

He has been working in consultancy and public policy evaluation since 2021, in the fields of political sociology, education, social security, employment, trade unionism, collective bargaining and applications for EU funds.

He was the Parish Coordinator for the 2021 Census (INE) and currently chairs the Board of the Parish Assembly of Louriçal do Campo, since 2021.

Catarina Simão

Senior Consultant

She has a degree in Social Work, a postgraduate degree in Evaluation of Social Programs and Projects and a master's degree in Social Work, in the area of Entrepreneurship and Innovation in the Social Economy, from the Faculty of Human Sciences of the Portuguese Catholic University, with the project “Retirement preparation and planning as stages that promote active and healthy ageing - Life Swings Project”.

She is currently a doctoral student in the Interuniversity Doctoral Program in Social Work at the Portuguese Catholic University and the University of Coimbra.

She has worked in consultancy and public policy evaluation since 2023.

She worked as an Organization and Management Specialist at Santa Casa da Misericórdia de Lisboa between 2019 and 2023 on different projects, namely the Radar Project (2019 to 2020), the Emerging Projects in COVID-19 (2020 to 2021) and the Public Policies in Longevity Project (2020 to 2023).

As part of this work, she participated in the development of contributions and reflections on the integration of Longevity in Public Policies, collaborated in the review and technical support of publications related to the theme of Longevity and co-authored two Technical Notebooks.
